  1. Heat oil in a large pot over medium-high heat. Add onion and capsicum and cook for 5 minutes until onion is translucent.
  2. Add garlic and cook for 30 seconds until fragrant.
  3. Add beef mince and cook, breaking it up with your spoon, until it changes from red to brown.
  4. Add remaining ingredients: crushed tomatoes, kidney beans, black beans, tomato paste, beef broth, cumin, paprika, oregano, coriander, cayenne pepper, salt, pepper, sugar and cocoa powder (if using).
  5. Stir well, then bring to a simmer. Cover, reduce heat to medium-low and simmer for 20 minutes (or up to 2 hours for even better flavour).
  6. Remove lid and cook for a further 10 minutes to thicken the sauce. Adjust salt and pepper to taste.
  7. Serve over rice, with corn chips, or with your favorite toppings like sour cream, grated cheese, and fresh cilantro.
